Mr. Varonin is the managing principal and founder of TCLA, Inc. He has had previous design experience with major planning firms, until the creation of TCLA, Inc. in 1980. Mr. Varonin has experience managing projects in many sectors and in many areas. In the public sector, he has directed interest groups, met with governmental staff to evaluate and set priorities, establish programs and set design standards and guidelines for land planning. In the private sector, he has worked closely with developers and architects to establish project programs and to carry them out successfully from the early design stages through the finished product.

Mr. Varonin has experience in all types and scale of landscape architectural projects. He has worked within the residential, commercial, recreational, industrial and institutional and educational sectors. His work extends throughout the high desert communities as Santa Clarita Valley, where he was responsible for numerous projects for the Cities of Santa Clarita, Lancaster, Palmdale, and County of Los Angeles and throughout the high desert regions. He is also responsible for numerous projects in northern California, Arizona, Nevada and Texas.

He is experienced in “Sustainable Landscape” applications, and has been a leader in the field, applying water saving techniques within public and private development throughout the high desert area, even before the “green” industry was born. He has worked with irrigation manufacturers and representatives to make irrigation equipment more applicable and usable. His innovative designs attempt to create harmony between land use, environment, users and architecture through a directed and specific use of space and materials. Besides his experience in horticulture and spatial design, Mr. Varonin is sensitive to water conservation. This is exemplified through his innovative irrigation designs.

Mr. Varonin is also experienced in large play field applications including pump stations and synthetic field irrigation applications. Mr. Varonin has also participated as an instructor in Landscape Architecture at U.C.L.A. Extension and is a guest lecturer at Contractor's Associations and other civic functions. Mr. Varonin is a member of the American Society of Landscape Architects, volunteers his time on the Rainbird Drip Advisory Committee and is a past Board Member of The American Red Cross, Antelope Valley Chapter

Recreation

285 Acre Fairview Regional Park, Costa Mesa, California. Client – County of Orange, California. Project Manager for Boyle Engineering Corporation in Charge of design layout of parka layout, restoration of existing habitat, water areas and trails for this unique  regional park created in a natural setting for recreation, learning and preservation.

120 Acre Proposed Anaverde Community Park, Palmdale, California. Client – Empire Land, Inc. Managing Principal in Charge of all design for this proposed park in the community of Anaverde.  As the prime consultant, TCLA, Inc. was responsible for the entire master plan of sports related activities, site amenities, parking, trails, preservation areas and structures.

Yellen Community Park, Palmdale California. Client – City of Palmdale. Prime consultant for this twenty-five-acre community park. Managing Principal in Charge of all design for the park. As the prime consultant, TCLA, Inc. acquired and was responsible for all Civil, Architectural, Electrical and overall project coordination of this project. This park included a recreational center, restrooms, parking areas, hardcourt play area, two children’s play areas, shade structures, ball fields, retention basin and walkways bikeways.  Planting included low water material indigenous and or native to the Antelope Valley, drip irrigation, efficient turf irrigation all controlled from an irrigation central control system.

Three Mile Class One Bikeway, Palmdale, California. Client – City of Palmdale Managing Principal in Charge of all design for these bikeways. As the prime consultant, TCLA, Inc. selected mostly native material to the Antelope Valley, utilized point source drip irrigation, design all fencing and providing electrical engineering.

Carolyn Rosas Park, Roland Heights, California. Client – County of Los Angeles Department of parks and Recreation and CWA, Inc. Architects. Managing Principal in Charge of landscape design and construction documentation. TCLA, Inc. was the Prime consultant of this project responsible for the redesign of an existing community center and playground. TCLA, Inc. oversaw all architecture, mechanical, plumbing and upgraded the entire play area which included two age group facilities.  We also refurbished most of the irrigation on site.

121 Acre Proposed Anaverde Community Park, Palmdale, California. Client – Empire Land, Inc. Managing Principal in Charge of all design for this proposed park in the community of Anaverde.  As the prime consultant, TCLA, Inc. was responsible for the entire master plan of sports related activities, site amenities, parking, trails, preservation areas and structures.

Dry Town Water Park, Palmdale, California. Client – City of Palmdale and CWA, Inc. Architects. Managing Principal in Charge of landscape design and construction documentation. TCLA, Inc. was involved with hardscape, irrigation and planting developing this unique thirty-acre landscape of low water demand plant material within a themed water park. Low water plantings of indigenous and native material relating to the Xeriscape theme and the High Desert were used along with the use of decomposed granite and rustic themed features.  In addition, efficient irrigation to turf areas was incorporated as well as the use of a central control system for irrigation. Special plantings were utilized for the entry theme, use areas and recreational areas. TCLA. Inc. Worked with City maintenance staff to meet maintenance requests of the city.

Marie Kerr Park Expansion and Best of the West Softball Complex, Palmdale, California. Client - City of Palmdale and CWA, Inc. Architects. Managing Principal in Charge of landscape design and construction documentation. Responsible for all planting design and irrigation for this 40-acre recreation development. Site design included parking areas, ball fields, amphitheater and soccer fields. All utilizing materials to accommodate the environment of the High Desert.  TCLA worked with Maintenance staff to develop and meet the criteria of the project using point source irrigation for the entire shrub planting areas. Central control irrigation was also designed into this project for further irrigation efficiency.

Foothill Park, Palmdale California. Client – Anaverde LLC. Prime consultant for this twelve-acre neighborhood park. Managing Principal in Charge of all design for the park. Anaverde Five Acre Neighborhood Park, Palmdale California. Client – Anaverde LLC. Prime consultant for this five-acre neighborhood park. Managing Principal in Charge of all design for the park. As the prime consultant, TCLA, Inc. acquired and was responsible for all Civil, Architectural, Electrical and overall project coordination of this project. This park included restrooms, parking areas, hardcourt play area, two children’s play areas, shade structures, ball fields and bikeways.  Planting included low water material indigenous and or native to the Antelope Valley, drip irrigation, efficient turf irrigation all controlled from an irrigation central control system. 

Schools

Antelope Valley Community College, Lancaster, California. Client – Antelope Community college and the Klassen Corporation. Managing Principal in Charge of landscape design and construction documentation. Responsible for all planting design and irrigation for this 30-acre West Campus Expansion Recreation development. Site design included parking areas, ball fields, and practice, track and soccer fields. All utilizing materials to accommodate the environment of the High Desert.  Scope of work included three stadium and field with synthetic turf football stadium, baseball and softball stadiums. Cooling heads were used for controlling temperature of the synthetic fields. TCLA, Inc. Also designed irrigation and natural turf fields for four soccer and practice fields. In addition to the sports fields, TCLA, Inc designed the remainder support planting for the remainder of general and parking lot irrigation and landscape of this 30-acre expansion of the project. Five pumps for the irrigation system were incorporated to allow engineered efficient irrigation for this project.

TCLA worked with Maintenance staff to develop and meet the criteria of the project using point source irrigation for the entire shrub planting areas. Central control irrigation was also designed into this project for further irrigation efficiency.

College of the Canyons, Santa Clarita, California. Managing Principal in Charge of construction observation and coordination for synthetic stadium field and sports activity areas. TCLA worked with consulting sports development firms and campus facilities during the installation.

Pierce College - Center for the Sciences, Woodland Hills, California. Client – CWA Architects, LA Community College District. Managing principal for all design and documents for this unique project designed as an outdoor learning lab and center for this school on the campus. A creation of perimeter planting areas and a major courtyard. TCLA, Inc. incorporated sustainable permeable materials in the hardscape design. Most significant is the courtyard design with four California plant communities within the courtyard created as a learning center. California natives and regional friendly low water plant materials were used around the perimeter of the project.  Design all the irrigation as point source, prepared watering schedules, AB 1881 calculations and incorporated the use of a weather-based controller, automatic shutdown capabilities and fertilizer injection. 

Pierce College – Faculty Office Building Complex Renovation, Woodland Hills, California. Client – CWA Architects, LA Community College District. Managing principal for all design and documents for this project involving the renovation of irrigation and planting areas within the Faculty Offices of the campus. Our services included site reconnaissance, demolition plans, irrigation  and planting design. Our expertise was utilized in providing solutions with low water demand native and indigenous material as well as low volume drip irrigation for both flat and slope areas. 

Public Works

Veterans Memorial Plaza, Santa Clarita, California. Client – City of Santa Clarita.  Managing Principal in Charge and Prime consultant for this special project in Old Town Newhall, a redevelopment area. This plaza located on an odd shaped site incorporated the surrounding Old Town community but also incorporating a memorial plaza of both passive and active nature. Project includes a linear unique fountain, arbors relating to old Newhall and hardscape relating to that part of Newhall. Planting incorporates materials relating to an adjacent park along with introduction of new low water material that is durable in a neighborhood where public use is high with potential user vandalism.

City of Santa Clarita LMD maintenance oversight and miscellaneous plan development.  Client – City of Santa Clarita.  Managing principal personally overseeing approximately 175 acres of LMD areas in for zones for the City of California. Involved weekly observation reports, reviewing each zone on a weekly basis, coordination with City staff and maintenance contractors.  Mr. Varonin also prepared miscellaneous plans, revised irrigation layouts as well as plant material selection as a part of his responsibilities.

Palmdale Metrolink and Transfer Station, City of Palmdale, California. Client – City of Palmdale/CWA, Inc. Architects. Managing Principal in Charge of landscape design and construction documentation. Project is the main Metrolink and bus transfer station in the City of Palmdale. Project involvement included conceptual hardscape design, complete planting and irrigation design. TCLA worked with Palmdale  Maintenance staff to develop and meet the criteria of the project using point source irrigation for the entire shrub planting areas. Central control irrigation was also designed into this project for further irrigation efficiency.

City of Palmdale Guidelines, City of Palmdale, California. Client – City of Palmdale Responsible as consultant providing the initial plant list for the City of Palmdale’s new guidelines and ordinance released in October 2008. Also responsible as managing principal for this project developing all drip and low volume irrigation criteria. In addition, we prepared all of the City’s Irrigation and planting details for the new City ordinance.

State Highway 14 Avenue L Interchange, Lancaster, California. Client – City of Lancaster. Managing Principal in Charge of all planting, irrigation and accent design at these on-off ramps within Cal Tran’s right of way. As the prime consultant, TCLA, Inc. selected mostly native material to the A High Desert, utilized point source drip irrigation. City maintenance staff was included in all design layouts for consideration of maintenance requirements.

State Highway 14 Lancaster, Side Panels and Interchanges, Lancaster , California. Client – City of Lancaster. Managing Principal in Charge for conceptual design of six miles of side panels and intersections between Avenue F and Avenue M on State Way 14 in the City of Lancaster.  Mr. Varonin incorporated hardscape elements as well as low water demand plantings creating an inviting aesthetic identity to the City of Lancaster. City maintenance staff was included in all design layouts for consideration of maintenance requirements.

Avenue S Corridor, Palmdale, California. Client – City of Palmdale. Managing Principal in charge for development for three miles of median, side panels and class 1 bike way. Incorporated the use of permeable materials, innovative decorative concrete, central control irrigation and low water and maintenance plant material.  

Avenue M Improvements, Lancaster, California. Client – Penfield & Smith/City of Lancaster. Managing Principal in charge for development for 2 miles of median, central control irrigation and low water and maintenance plant material

Camarillo Main Branch Library, Camarillo, California. Client – City of Camarillo and CWA, Inc. Managing Principal in Charge of landscape design and construction documentation. TCLA, Inc. developed this unique landscape of low water demand plant material yet including use of community useable turf areas. Special plantings were developed at the Children’s portion of the Library. Low maintenance was a primary program element. TCLA worked with Camarillo Maintenance staff and City Council to develop and meet the criteria of the project using point source irrigation for the entire shrub planting areas. Central control irrigation was also designed into this project for further irrigation efficiency.

Mark Twain Library, Long Beach California. Client – City of Long Beach and CWA, Inc. Managing Principal in Charge of landscape design and construction documentation. TCLA, Inc. developed this landscape of low water demand plant material and point source irrigation. Plantings used were chosen for durability in an area where a lot of destruction could occur. Low maintenance was a primary program element. This project received a Silver LEED accomplishment.  

Frazier Park Library, Frazier Park California. Client – County of Kern, California and CWA, Inc. Managing Principal in Charge of landscape design and construction documentation. TCLA, Inc. developed this landscape of low water demand plant material and point source irrigation to accommodate a minimal maintenance project in a very different native environment.   Plantings used were chosen specifically to meet the harsh growing environment with the native Valley Oak habitat and sustainable design. Low maintenance was a primary program element.

Heritage Air Park, Palmdale California. Client – City of Palmdale. Managing Principal in Charge of all design including aircraft layouts, native plantings, to the High Desert, drip irrigation and support pads for all aircraft. As the prime consultant, TCLA, Inc. all phases of design, providing civil & electrical engineering.

Hawthorne Police Station, Hawthorne California. Client – City of Hawthorne and CWA, Inc. Managing Principal in Charge of planting and irrigation design on this highly visible project at the Hawthorne Civic Center. Unique with this project is the partial on grade planting and parking structure planters, soils, plant materials   and special irrigation techniques for both on in grade and on structure conditions.   

Alhambra Library-Main Branch, Alhambra California. Client – City of Alhambra and CWA, Inc. Managing Principal in Charge of planting and irrigation design on this highly visible project located partially over a large parking structure with raised planters and in grade planters at the Alhambra Civic Center. Unique with this project is the use of special soils, plant materials   and special irrigation techniques for both on and in grade situations.  

Tracts

Anaverde Master Development, Palmdale, California. – Client Empire Land. Managing Principal in Charge for over 300 acres of streetscape, parks community development and significant slopes as the master Landscape Architect. Streetscapes featured innovative design of LMD areas, medians, entry treatments and signage. Streetscape was introduced with new types of decorative concrete paving permeable paving and rock treatments. Both conventional and drip irrigation were utilized with central control.

Commercial

The Lodge at Painted Rock, Keysville, California. Client – Lodge at painted   Rock. Managing Principal in Charge site design and complete construction   drawings. We coordinated as a team with a Bakersfield Architect working with the site and creating a natural environment adjacent to the Kern River. Our input   included the pond areas, vehicular and pedestrian circulation. Plant material is mostly native with low volume irrigation. This facility is now an entertainment   facility with expansion to include a conference center and remote overnight suites. 

Bridgeport Marketplace, Valencia, California. Client –Intertex Companies. Managing Principal in charge of all design and complete construction drawings   for this unique commercial center. It is an experience of various themes with a   lake, sculpture, shade sails fountains and several plazas.

Antelope Valley Mall, Palmdale, California Client – Forest City properties. As Managing Principal, responsible for complete design and construction documentation for the North Extension Development of the mall as well as   several new significant anchors for the mall property. All phases of this project   applied extensive use of low water plant material as well as drip irrigation and permeable materials.

Arcadia Gateway Center. Arcadia, California Client - Gribble and Associates.   Landscape Architect for this garden atmosphere multi-story office complex and parking structure. Responsible for all phases of design and construction observation.

Yuba City Mall. Yuba City California. Client – Gribble and Associates. Managing principal for this large Mall in the Sacramento Area. Responsible for   complete design, construction documentation, construction observation and the interior planting of the Mall.

Huntington Oaks Center. Monrovia, California. Client – Gribble and   Associates. Was retained as Consulting Landscape Architect for the continued   refurbishment and design upgrades for this significant center in Monrovia   California.  

Motion Picture Association of America, Encino, California. Client – Motion Picture Association of America. Responsible for main upper courtyard and   Ventura Boulevard Plaza including specimen trees, pottery and irrigation all over   the massive parking structure.

Marketplace Commercial Plaza, Newhall California. Client – Diamond Development.  Responsible for conceptual, preliminary and full construction drawings for this two-story commercial complex with retail, offices and restaurant. Unique spillway fountain all over underground parking for the entire complex. 

Canyon Hills Medical Center, Santa Clarita, California. Client – Canyon Hills   Development, LLC. Managing Principal in change for this five-story   parking structure with planting. Included also a two-story medical complex over a significantly sized underground parking area as well as large bio swale plantings.  

Churches

Real Life Church, Santa Clarita, California – Managing Principal in Charge for a seven-acre phase one development which included entitlements and complete construction documents and construction administration. Real Life Church blends in with an existing established community offering extensive planting and ministry areas. In addition, Mr. Varonin designed a roof garden on the main structure to address noise levels for the community. Future development of the church was considered in the overall design. Both conventional and drip irrigation were utilized. With the success of the church, Mr. VaronIn was asked back to design an additional project at the site of over four acres of  new play area, café area entry and fellowship area, sustainable parking area and small multiuse neighborhood park.

Grace Baptist Church, Santa Clarita, California – Managing Principal in Charge for the complete redesign of a 1.5-acre forecourt improvement project to accommodate a congregation circulation and use of 9,000. . Project included the creation of significant fellowship areas, specific ministry areas for youth, adult bible studies, children's unique play area, large shaded BBQ area, passive and active fellowship areas and worship feature. A unique feature is an outdoor fellowship area with shade sails and an outdoor fireplace. A main feature of the forecourt is a running creek water feature  which ends under a shade sail canopy  intended for fellowship and transition from the Sanctuary. To assist in the drainage of the site, Mr. Varonin created a dry creek to terminate at the running stream eliminating significant drainage issues. Mr. Varonin was responsible for the complete Forecourt design including all hardscape, water features and  softscape from entitlements, complete construction documents and field coordination.
